Executive Summary
With the fast growth of college graduate population, it is more and more difficult for students to find a job. Under this circumstance, setting up new businesses is becoming an effective way out. The government of China is laying great effort to encourage students to start up businesses. “Booming private capital is key to overall economic development”, says Prime Ministry Wen Jiabao. However, the lack of knowledge and experience is setting obstacles for the students. Therefore, we need urgently to strengthen students’ ability in doing business. This proposal aims at introducing how the organization “Brilliant” plans to carry out the project of fostering entrepreneurship of college students in Hangzhou, and asking for a fund of 833,000 yuan to support the project.
Statement of Need
According to the Ministry of the Human Resource and Social Security of
People’s Republic of China, the number of graduate students reached 6.99
million in 2013. It is the greatest number of students ever since China was
founded. However, as the economic growth rate slows down, the increase
in the number of jobs falls short of the increase in the number of graduate
students. According to a survey conducted to 500 companies in February,
the expected recruitment rate would drop by 15% in 2013. That means, the
graduate students are facing a tougher employment environment and the
society is facing more unemployment problems and other related economic
and social problems. Hangzhou, as one of the First-tier cities, with 446.7
thousand college students, is undoubtedly facing the same problems too.
Hangzhou has a GDP of 701.9 billion in 2011, and the annual economic
growth rate has been above 10% since 2003. Although the government in
Hangzhou has been encouraging graduate students to become
entrepreneurs, the confidence index in setting up businesses is falling in the
recent years and reached the lowest point of 80.11 in 2012. According to
statistics, 1/3 of the graduates who started their own business three years
ago gave up their business. One of the biggest reasons is that the graduate
students lack ability and experience in running businesses. As a result,
many graduate students have to take jobs with lower wages or longer
working hours or simply become unemployed. The employment report of
Chinese graduates showed that about 14% of graduate students are
underemployed. Underemployment is defined by International Labor
Organization an underutilization of the productive capacity of the
employed population. Underemployment has significant impact on the
society. It is associated with many of the same consequences that come
with unemployment such as decreased national productivity, heavier social
burdens, increased risk of depression and stress, lower self-esteem and low
subjective well-being (American Psychological Association).
Statistics also show that the job satisfaction degree was not high for
graduates. It’s only 35% for those who graduated in 2008 and have been in
the work force for 3 years, 47% for those who graduated in 2011 and have
been in the work force for half a year. Low job satisfaction could lead to
poor work performance, higher employee turnover rates and higher stress.
Therefore, it is urgent that students be equipped with skills and experience
to start up businesses. It is the requirement of the economic development in
Hangzhou today and in the future. Setting up businesses not only helps
graduates themselves to find a job, it also creates jobs for others and
promotes economic growth. Statistics show that China's small and
medium-sized enterprises account for 99.9% of the total enterprises. And
they provide over 84% of the jobs, 71% of sales revenue, 50% of the tax
revenue, 66% of invention patents, 82% of the new product research and
